LELU, Kosrae—On March 27th, 2019 the Honorable Yosiwo P. George, Vice President of the Federated States of Micronesia (FSM), attended the grand opening of Kosrae’s new power plant. The Project for the Power Sector Improvement for the State of Kosrae was funded by the Government of Japan through His Excellency Ryochi Horie, Ambassador of Japan to the FSM, and the Japanese International Cooperation Agency (JICA) in the amount of 1.19 billion Japanese Yen, which is the equivalent to 10.7 million US dollars. The project includes a new power plant with two 600kw diesel generators, a line upgrade to improve power distribution, and the installation of underground cables at the Okat Bridge. The contract period was from November 26th, 2017 to April 30th, 2019.

Vice President George provided special remarks during the grand opening, to which he began by extending his respect to Ambassador Horie, followed by the Honorable Carson Sigrah, Governor of Kosrae State, the Honorable Tulensa Palik, Speaker of the Kosrae State Legislature, the Honorable Arthy G. “Providing electricity to our people in the FSM is crucial to the economic development of our Nation,” Vice President George said. “This new power plant will provide a steady and reliable supply of electricity to the entire State of Kosrae, alleviating the power shortage we’ve all experienced in the past.”

Vice President George thanked NBK Japan, Toshiba Corporation, PXI Power Solution Inc., and Yachiyo Engineering Company for “working together with the KUA management in completing the project in two years,” emphasizing that it showed collective commitment and dedication to excellence.

Moving on to broader FSM-Japan relations, Vice President George said “I thank you, Ambassador Horie, and your Government’s other assistance in the areas of health, education, and infrastructure development to name a few. FSM…appreciates JICA’s activities from providing financial assistance through volunteer work in the FSM…. All these efforts contribute not only to our economic and social development, but to our Nation-building as well. This is the embodiment of our commitment to our diplomatic cooperation and partnership to which we will continue to promote, respect, and honor.”

Vice President George’s remarks ended by once again thanking all the responsible parties for their effort in developing Kosrae’s new power plant, and added that for any and all Japanese who return home that he considers them as goodwill ambassadors. “I hope you can assist us in sharing your experiences in the FSM for the purpose of promoting FSM-Japan relations…. I thank you very much, arigato and kulo.”

The FSM is committed towards developing positive and peaceful relations with all countries throughout the world. The FSM celebrated 30 years of formal diplomatic relations with Japan in 2018 but has over 100 years of history together. JICA in particular has played a crucial role in assisting the FSM in areas as diverse as protecting historical sites to teaching mathematics in public elementary schools. The Project for the Power Sector Improvement for the State of Kosrae is proof that FSM-Japan relations remain strong, with promise for sustained strong ties for the foreseeable future.
