    Joint Damage Assessment Team Completes Summary Report

    PALIKIR, Pohnpei—On April 8th, 2019 the Joint Damage Assessment (JDA) Report for Typhoon Wutip was provided to the Government of the Federated States of Micronesia (FSM). The JDA team, comprised of officials from the FSM National Government and the FSM State Governments, the U.S. Agency for International Development (USAID), and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), conducted their assessment of Typhoon Wutip-related damage between March 18th and April 4th, 2019.

    Among other conclusions, the JDA team—which visited many, but not all, sites of Typhoon Wutip-related damage—verified that Typhoon Wutip destroyed 106 primary dwelling home and heavily damaged major agricultural crops and public infrastructure, resulting in pressing humanitarian needs in the FSM. Initial estimates from the report suggest that the cost for supplemental disaster assistance would exceed $2,000,000, of which both emergency needs and public infrastructure repairs would require at least $1,000,000 each.

    The JDA team, which recognizes that FSM has exhausted its capacity to respond to the immediate needs across the states of Pohnpei, Chuuk, and Yap, advises in their report’s Executive Summary that the JDA “provides the basis for a Presidential Disaster Declaration (PDD) recommendation.” The FSM National Government is presently preparing to request that U.S. President Donald J. Trump make a PDD on behalf of the FSM, which would allow the FSM to access additional funding to meet the needs of the FSM citizenry affected by Typhoon Wutip.

    The FSM National Government appreciates the support from the U.S. Government with respect to the assistance in assessing the damages caused by Typhoon Wutip. The joint damage assessment has enhanced the FSM’s ability to continue to respond to the needs of citizens affected by this national disaster.
