    Japanese Ambassador Horie Pays Courtesy Call on President Panuelo, Invites Him to Emperor’s Enthronement Ceremony

    PALIKIR, Pohnpei—On May 15th, 2019, His Excellency Ryochie Horie, Ambassador of Japan, paid a courtesy call on His Excellency David W. Panuelo, President of the Federated States of Micronesia (FSM). The purpose of the meeting was for Ambassador Horie to congratulate President Panuelo on his election to the highest office, to broadly discuss FSM-Japan relations, including recent assistance through the United Nations Development Program (UNDP), and to invite President Panuelo on behalf of the Japanese Government to attend the Enthronement Ceremony of His Majesty, the Emperor of Japan.

    “I thank you, Ambassador, for the assistance you and your Government have given us,” said President Panuelo, who cited various examples of Japanese assistance ranging from vessels such as the MV Caroline Voyager and MV Navigator, electrical power capacity throughout the Nation, restoration and promotional support for national heritage sites such as Nan Madol, and capacity-building through people-to-people relationships as exemplified by the Japanese International Cooperation Agency (JICA) and their Japanese Overseas Cooperation Volunteers.

    President Panuelo and Ambassador Horie spent much of their conversation discussing the close relationship between the FSM and Japan—on a people-to-people level as much as the strong government-to-government relations—and issues of mutual interest to the FSM and Japan, such as regional security and cooperation. “We’d like to work more closely with your Government [on these issues],” said Ambassador Horie.

    While the new era of Japan’s timeline, the Reiwa Era—meaning “beautiful harmony”—began when His Majesty, the Emperor of Japan, ascended to the Chrysanthemum Throne on May 1st, 2019, the Enthronement Ceremony is scheduled to occur in October, 2019. Ambassador Horie was keen to determine if President Panuelo would be able to attend.

    “Can I report to Tokyo that you’re going?” asked Ambassador Horie to President Panuelo.

    “Yes,” said President Panuelo, “With the closeness of our bilateral relationship, the [cultural, symbolic, and historical] importance of being there—it would be my honor and privilege to witness His Majesty, the Emperor of Japan [at his Enthronement Ceremony].” President Panuelo thanked Ambassador Horie for the people and Government of Japan’s consistently genuine, thoughtful, practical, and peaceful relationship with the people and Government of the FSM.

    The FSM is dedicated towards producing positive and peaceful relationships with all countries and peoples throughout the world. Though the FSM and Japan celebrated their 30th anniversary of formal diplomatic relations on November 2nd, 2018, the history between the FSM and Japan stretches more than 100 years, and the FSM National Government will endeavor to ensure that the relationship between the FSM and Japan always remains close, friendly, and supportive.
